The Type4 Application functionality within DPS allows the user to run a pre-defined software procedure on GM's motor vehicle modules offline without using a GM's online SPS subscription. These procedures typically execute a setup/learn function that requires user interaction. Examples: Oil Life Setup, BPP Learn, Clutch Position Learn, Key immobiliser learn etc.
In the DPS PDF user guide manual, under Type4 it states this, "Most DPS users will never see the Type4 option button displayed because there are some unique dependencies."
I don't know what those dependencies are. It seems the type4 option displaying depends on PC OS or machine specs.
Try installing DPS on a different machine if there's no Type4 option button displaying on DPS.
Update.
To display the Type4 tab option on DPS, you need to copy these two files, dllsecurity.dll and tisvcsv4.dll, to C:\Users\Your_UserName\sps\nativelibs, folder.
